Apparently, the current version of JIRA Service Desk could not change the goal of SLA time to minutes, I have tried using decimal values but afaik.
It appears that this issue have been raised as New Feature Ticket here:
I would suggest to vote the ticket, so the developer will address the ticket. You may add yourself as a watcher or also comment on it.
