There is a [new] HR template in JSM which our HR would like to make use of as it has all the request types already.
I am site admin and administrator for the 'Standard' license Cloud solution across both JSM, Software products .
HR is concerned that their project will be accessible by site admin as the information the JSM HR project would gather and deal with is highly confidential.
How do I go about blocking myself from seeing their JSM project?

Adding to this..is the HR team going to use a Team Managed project or a Company Managed project? Will there be a member of the HR team that is in the Administrator role for the project?
As a Site Admin you will have access to manage the permissions for all projects. You can set the permissions so that you can't browse the project, but you can give yourself permission to browse the project at any time. That is part of the nature of the Site Admin role so that you can provide any necessary support.
You will need to have a conversation with the HR team about this to establish a process with them that satisfies their need to ensure the data is accessed by you only if and when you need that access to provide them with some required Jira support.
Perhaps one way to help mitigate their concerns is to set up a second identically configured project with test data. You may be able to use that project to replicate any issues in the real project, and use that test project to develop solutions that the HR team might be able to implement in the real project.
