I need to modify a workflow - but I am unable to and only have permissions to view the workflow. I have the role of Administrator so this is pretty frustrating and confusing.

If you do not have permission to edit workflows it could either be because the permission don't allow you to edit workflows, or the workflow is shared with other projects. If the workflow is shared then only Jira admins can modify it. I would start by checking the permission scheme and then go from there.
Is there a way I can discover within Jira, who might be a Jira admin? When I click on the link /jira/contact-administrator, it says "Your Jira administrator has not yet configured this contact form."

Unfortunately no, not unless you are an admin and can access admin.atlassian.com and check who belongs to the jira-administrators group. I would contact your IT Helpdesk and they should be able to find that out for you.
