In My JIRA project I have created a new group of users " ABC " .
I have created an "XYZ" project and new dashboard in that project as "DASHBOARD1".
Is it possible to provide access to "ABC" users to access DASHBOARD1 without assigning them the "XYX "Project access ?
The idea behind making these changes is to provide access to the "ABC" users to dashboard without providing them the Project access.

You can provide ABC users access to the dashboard but they will need at least browse access (ie. read-only) to XYX to see the data which is generated in your Dashboard.
The Dashboard is a visualisation of an issue search filter - if ABC users cannot see the project, whilst they'll be able to access the Dashboard they won't see results based on project XYX, as it's hidden from them.
