We need unlicensed users in our company to be able to create Jira work items.
We have successfully used the 'Issue Collector' feature for this.
With the availability of 'Public Forms' I'm wondering if there are any substantial differences between these two features.

End results are same but the approach for is different:
Issue Collector | Forms |
For creation, need embedding link, scripts, etc | Just share link/paste the URL into required location |
Customisation is difficult in terms of condition based fields . Limited or no valiation. | Condition process is easy. Validation is great, even you can perform a RegEx. |
Data capture is limited, Summary, Description, etc (You can name a field to anything required) | You can create a view field and link to existing JIRA field, else keep it as a string within the form. |
Use case: Website Feedback, Bug Reports, Contact Forms, etc. | Use Case: Complex intake form, service Requests, Approvals, Internal Project checklist. |
Scripting is required for UI | Just drag and Drop |

The main difference is that Public Forms have access to all work item fields, and you can rename the fields, for example instead of seeing Summary you can rename it so the user sees "How can we help you" or something else.
