Is it Possible to Restricting Access to Issue Types in JIRA Core 7.10

I am wondering if it is possible to restrict access to Issue types in the Latest JIRA version.  I have a lot of issue types and would like to restrict them to department groups so techs can see the issue types that are relevant to their department.  I know in the older version of JIRA it was not possible just wondering if this has changed in the latest version as I am not able to find any documentation on it.

You can restrict access for particular projects by using Issue Type Schemes. There is no user friendly way to restrict access by user group to Issue Types.

(I'm hoping that somebody with more familiarity with JSD might speak up about it being possible through Request Types though).
