Is the jira-email-processor-plugin 1.0.38 plugin available in the atlassian cloud?

A client wants to migrate from inpremises server to atlassian cloud.
Is the same plugin available in the atlassian cloud too? 
And can we migrate data/settings too?

Jira Cloud includes a system plugin by the name com.atlassian.jira.jira-email-processor-plugin however the versioning system is completely different in our Cloud product.  This isn't exactly the same, but I believe it provides the same functionality.

As for migrating data related to this, it depends upon how that data is imported into Jira Cloud. If you're using the Jira Migration Assistant, there is a note within this that some things are not migrated such as mail handlers.
