Is there a way to set up automatic email alerts?

As in, when an issue has been created, but it has not been worked on for sometime, is there a way to send automatic email alerts to the assignee and the reporter in 30 minute intervals or 1 hour intervals depending on the criticality of the issue?

Jelly went away in JIRA 6.4, that's why the link is broken.

Standard replacements are to give the Script Runner add-on a go, as it has an almost drop-in replacement.  Or Atlassian's Automation addon.
