I am trying to set a predefined list of labels to choose from when a customer is reporting an issue on the Service Desk portal. Is it possible to set a drop-down list for it? So far, I can't find such option.

I would suggest to make a labels-like custom field and make it a pick list from predefined options. I don´t think it is possible to make it for Labels field.
