JIra-Cloud - Issue trying to enable service Desk Projects

I am having issues trying to enable service desk projects in my company's JIra. It's cloud based so I am not sure how can I run this DB procedures described here to proceed:

btw: It shows enable in system add-ons, but It's not accessible thru the process that creares projects.
