JQL for Timestamp a value is selected within a custom field

Hello,

I am trying to see if there is a means to creating a JQL that can A. Find tickets that have a value in a custom field selected and THEN B. provide a timestamp to which that value within the field was selected? I did some searching and cannot find anything that clearly provides this answer. My jira instance does have scriptrunner. Thank you in advance.

May be you will get this done using the "Scripted Field" feature in script runner.
