Jira Users are shown as Quotationmarks within Filterpermissions depending on the used language

Hi there, I have searched for my problem in the whole community forum, but i think no one is having the same trouble here. 

As you see in the attached Screenshots, I am experiencing some problems whe it comes to user listings within the permission edit based on filter permissions. 

If the language is set to german which is the standard language our users use, you only see quotation marks instead of the username. 

If you switch your profile language to i.e. english, the username is shown correctly. 

I would really appreciate a solution for this may little misconfiguration or issue.

50 views and no suggestion... are we alone with this issue? 
If there is the chance to reconstuate this issue with another Language, i would really appreciate that.
