By default, all project admins can create and manage automation rules for their projects.
For global automation : Anyone who has the Administer Jira global permission can create and manage automation rules across all of Jira.
So, yes you can set automation rule for All the project but you need "administer Jira" global permission.

Adding to what @Amélie Duplany said, if you do have Jira Administrator permissions, then to add a Global Rule you need to
1. Click on the gear icon near your avatar in the upper right corner.
2. Select System.
3. Select Global Automations
From there you can create a rule and specify all projects or multiple individual projects in the rule Scope.
