I would like to be able to add the description of the issue to the internal notification. I've adjusted my notifications to send an email once an issue is assigned however, I'm unable to find the template that is being sent to our internal staff.

Only notifications that are sent to customers can be edited using the User Interface. For native / internal notification there isn't an easy way to achieve this. You should edit directly the velocity file template stored in the file system or use a third-party app such as TemplateMe!
