I am new to JIRA using this HR management service desk. I am trying to seek help with filling out the form for employee and trigger an email when it encounters a problem. COuld anyone help me with this?

You may want to consider Jira automations for this.
Based on the question you can create an automation that detects the incorrect values in the form, and tags the reporter in the comment highlighting it.
