I have outgoing mail log in enabled state but there is no atlassian-jira-outgoing-mail.log in /var/atlassian/application-data/jira directory. How cat it be fixed?

May I know which JIRA version that you running currently? Did you manage to enable the outgoing SMTP in System > Outgoing Mail. For example in JIRA 6, please see:
If you using other JIRA version, please make sure this setting:
set DISABLE_NOTIFICATIONS= -Datlassian.mail.senddisabled=true -Datlassian.mail.fetchdisabled=true -Datlassian.mail.popdisabled=true
Is commented/disabled from the JIRA setenv file (setenv.bat or setenv.sh).

JIRA 6. Notification are commented out. It seems that question is outdated and may be closed as notification work as expected.

have you checked in in logs/catalina.out
in your Jira Install directory or under your Tomcat installation directory (for WAR install)?

After enabling "Outgoing Mail debug log" the log file has been created in /var/atlassian/application-data/jira/log. There was no atlassian-jira-outgoing-mail.log when only "Outgoing Mail log" was ON.

System -> Troubleshooting and Support -> Loggin and Profiling -> Mail. The mail log appeared only after Debugging for outgoing mail has been enabled.
