Hi,
we had created new project using shred project option and added new user and mapped that user under project users with server desk customers ,is there any thing other settings needs to done for more details i had attached the screen shot
some browser caching issue after clearing the catch the problem has been resolved.
since you're talking about Jira Service Desk customers, I'd recommend to check the docs about managing customers if there is still a setting which prohibits this action.
Please note that there are permissions on a global and on a project level - so you want to check both.

Try to use the Permission Helper (System -> Permission Helper). Enter this user, an issue from this project and choose the Create Issues permission. You will see why this user can not creat an issue.
