I assume this is on Cloud, not Server/DC.
Check if those subscriptions have any tickets to notify you. The default behavior for subscriptions is to not send out the email if the filter returns no tickets.
Second point is to check whether the Outgoing mail is enabled in your instance.

I have actually set them to send me Email even if no tickets are returned. There are tickets in the filters. Outgoing mail is enabled for the instance

So no emails from Atlassian at all? If not, you might want to open a support ticket with them to see if your email address got put on the Suppression list for some reason.
