Is it possible to give a permission to some tickets of a project based on a custom field value to external users?

you can try to use Issue Security (https://support.atlassian.com/jira-cloud-administration/docs/configure-issue-security-schemes/) to manage a separated permission per issue basis.

By permission, do you mean "customer portal" view?
