Project settings - Permission Scheme

Is it just me, or did the option to edit the Project Settings > Permissions Scheme disappear from JIRA Project?

Are you using Server or Cloud? I am able to see it under both Cloud and Server, so maybe your project permission changed?

Apparently the dev that set it up had used a project template that is in BETA, and the settings are very limited.
