For the data transferring for the field testing on public road, is it ok if we send the data via VDI/ VPN or the other methods. Any concerns need to pay attention to based on the feasibility and data security?

As for accessing through a VPN, the Atlassian Suite of products does not care if an incoming connection is via a VPN or direct, so you should be able to do this. However, there are some networking caveats that need to be considered for firewall rules via the VPN egress and ingress points.
You can run into issues with firewall restrictions on your network blocking resources relating to an Atlassian IP, domain, or the Content Delivery Network (CDN) values that supply the content for various actions on the platform. Please check out the following resource that provides additional information on what values need to be accessible and applied to the network to avoid issues:
