Hello!
I saw the "copy rules" option, but when I clicked on it I got an error saying rules cannot be retrieved.
Happened to other users in my organization as well (including admins).
Any ideas?

No - we don't have any global rule. Each rule is created on one project only.

@Chuong Nguyen after talking to Jira Support, it seems like this feature is not really supported.
As a global Jira admin - you can copy rules between projects from the Global Rules display.
Another alternative is to export the rules as JSON and send them to a project Jira admin to import - I didn't find it useful as we have many rules and you can pick which ones to export.
As a project Jira admin - you can copy your specific project rule inside the project.
