Fields created in next gen Jira projects are searchable in "Issue Navigator", however they cannot be found in the "Custom Fields" section of the admin panel.
As an example, a project manager created a custom field called "My Test Field" and then removed it from their project, but that custom field still exists out there with a value stored in it. Is there no way to completely delete a custom field once it has been created in a "next-gen" project?

When a field is created directed in the project, it will only be available for that project, that's why it does not appear in the "Custom fields" menu.
I've tested here and this field appears in the same table in the database as any other custom field, but its scope is only for a project.
On the project, once you remove the field, it will appear in the right sidebar the "Previously created fields" and if you click to delete the field it will show the message:
So, you can click to delete the field and everything stored in the field will also be deleted.

Next-gen projects are more simple, so it has only the system fields, like summary and description, for example. All other fields you must add on each issue type and it's not possible to add custom fields created for other projects.
