Cannot assigne issue from queues

Hi, why i cannot click on assigne field only for one issue type ?

Have you verified that you have the necessary Assign issue permissions? Can you assign issue from the detail issue view?

in this project when issue type is "1" i can assignee to me and assignee to another users, but when the issue type is "2" i can assignee to me only from detailed view and cannot assignee to another user.  i have all permissions what i need to do this
