Condition to be met

Hello Community,

I have a question about condition. Is it possible to make a condition, which check linked issue with appropriate issuetype?

For example:

I want to make that during the transition of the status from 'to do'  to 'in progress' , it checks the condition that you can not move into the status of In progress if there are no Epik/Story/Task type tasks attached to it.

You could do that by adding a validator or condition with scriptrunner or JMWE. Have you any of the previous mentioned apps?
