How can a 'single select list' field appear with specific values depending on the value of another field? In other words, we would like the list of values of field B to depend on the value selected in field A.
Is there a way to do that without scriptrunner?

That should be possible, @Aggeliki K , but keep in mind the sanity of your users.
(you don't want to let them search for the correct list to find an option in another)

I have created the portal group Αναφορά Προβλήματος which contains 2 request types
Εφαρμογές Καταστημάτων / Διανομέων
Κεντρικές Εφαρμογές / Εφαρμογές Γραφείου
Each request type contains a custom field type ‘Select List (cascading)’
For example in the first request type there is a custom field type ‘Select List (cascading)’
So, in the customer portal, when picking Web Riposte and then Επιστολικό,
we want a new field with values that appear only when Επιστολικό is chosen.
How can that be implemented?

Your example is similar to what @Walter Buggenhout described in this forums about a form with two interdependent dropdown lists. Be sure to work on a company managed project, as you need to have access to custom fields.
