Is there any way to validate the second list in the multi-level-cascading select field in Jira Service Desk? JIRA v7.7.x
Basically trying to figure out if there is any way we can avoid the "None" option from the second list if an option is chosen from the first list. Right now choosing a value from the first list and leaving the second list at None is a valid operation.

As Matt says above, the only way to remove "None" is to set a default value. This is one of those things we are stuck with.
