how I can add such text section that really looks like a Q&A page.

I'm not sure exactly what you mean by a Q&A section/page. However as @Nic Brough -Adaptavist- suggests you can add customizations to the help center and customer portals including an HTML module using RefinedTheme for Jira Service Desk (if on server) and RefinedSites for Jira Service Desk (if on Cloud).
If you are referring to Confluence Questions, our JSD apps mentioned above include questions in the search bar like you see below (under Questions).

Jira is not built for that, it expects you to have a Confluence where you document things (including Q&A) and then link Service Desk portals to spaces within Confluence to use as a "knowledge base"

Not that I can find. Refined Theme for Service Desk is the closest I can find to something that will allow you some customisation. But the best bet is still to do it in Confluence.
