Here are some docs about switching to annual billing:
Go to admin.atlassian.com/billing. Select your billing account if you have more than one.
Find the subscription that you want to switch to an annual billing cycle and select Manage.
On the Subscription details page, select Change plan.
Choose the Annual billing option, select the Standard or Premium plan, and then review and confirm your billing. See supported payment methods on the improved billing system.

To transition from a monthly to an annual plan, follow these steps:
Navigate to admin.atlassian.com/billing. Ensure you select the appropriate billing account if you have multiple accounts.
Locate the subscription you wish to switch to an annual billing cycle and click on Manage.
Within the Subscription details page, opt for Change plan.
Select the Annual billing option, choose between the Standard or Premium plan, and carefully review before confirming your billing details. Refer to our guide on supported payment methods within our enhanced billing system.

Sorry, I don't see the Annual billing option. I only saw if I need to change to Annual billing I have to contact the company. Where can I choose the Annual billing option exactly ?

Once you selected your organization, you will be redirected to the below page.
Here, you have to go to the billing tab. From there, you have to select the manage option for the product you want to make payment changes.
After clicking on Manage, you will be taken to manage subscriptions. Here in the top right corner, you can see payment options. Under that, you should be able to choose annual payment.

In the last screen shot its showing mange option right can you select that

After I click it, it still doesn't have the choose annual payment button. I also try with another account which already have payment method. If you know anyway to solve the problem plz write me back. thx

sorry Just to make sure you selected the change plan option right? In the second screen shot in the top there is change plan you selected it and then it take you to the third screen shot page?

Yes in the second screen shot in the top right side you can see want to switch to annual billing contact us.
Can please select it. It will get you support from the Atlassian team and they will change it to the annual.
