Our organization has enabled everyone in the company (via domain) to access a request portal. For more advanced permissions, they need to use a request form on the said portal to provide information and generate a ticket for our tech team.
However, Atlassian makes it too easy for users that already have advanced permissions to request access from within the UI for other users. I want to disable this and replace it with a request form prompt.
I have not found a way to do this, but I assume other people are in a similar boat.
@Brock Jolet It sounds like your advance permissions are agents. Agents can raise a request for other users. Is there a reason you have so many agents?
I regularly get access requests via the administration portal from users licensed with, for example, Jira Software licenses, that are trying to add someone to their project who does not have a Software license. I don't want them to be able to do this.
We have a request portal form in a Jira Service Management project for users to request a Jira Software license, Confluence license, etcetera. This should be the only method that our users can use.

@Brock Jolet There is no functionality that would prevent this access once it has been granted. Sounds more like a process education and enforcement issue.
