We have recently begun transitioning to next-gen projects, but have run into an issue where any of our users can move a an issue anywhere they want along the project workflow. Previously we had it were after the assignee marked the issue as "resolved", the reporter would get a notification and would be able to check that it was actually resolved, and mark the issue as "Verified".
Currently, any user in the project can complete and issue from To-do -> Verified. This is highly problematic for our workflow structure, and creates lots of problems for us. I couldn't find any permission scheme for whether a user is allowed to close/resolve issues, and it seems the only option is for whether or not they can transition issues at all!
Is there any kind of workaround to this, or another permission or setting I am missing?

In next-gen project, "transition any issue" is a combination of the Transition Issues, Resolve Issues, and Close Issues permissions in classic projects.You can't continue to split them.
