I am looking to see if anyone in the VA has installed Jira Service Desk software. To install it is asking for a server number.

I'm not sure that anyone here will be able to tell you for sure if someone from that team has done so. But I'm unclear as to why you would want to know. You mentioned that the install is asking for a server number, but that doesn't sound like anything that Jira Server installation process would do that I'm aware of.
The only thing I could think of is when you first purchase a license with Atlassian, you do have to enter in the Server ID number in order to generate your license key for the first time. This is something that you will see when you first try to install Jira, and start the application. When you visit the Jira site, default would be on port 8080, you will usually see a setup wizard that can provide you with the server ID number you can then use to generate your license key for the first time.
Note: Once you create the license key, you're not actually obligated to use that key with that server ID.

Thanks for the reply, I was looking for someone else in the VA that has installed your software so I can see what the challenges are. I found out for example that you have to have access to Linux/PostgreSQL or a Red Hat Enterprise system running VMware. This of course is huge, because the amount of effort to get through our OIT is just not worth it. We are small office and we expect maybe 40 help tickets every couple of weeks nothing like the large volume that would require a server or data warehouse. On the My Atlassian home page, to get your license key which is required for installation, it opens up the My Atlassian Update Server ID page which clearly asks for a Server ID. From my understanding you cannot even load the software until that field is populated. I understand your comment about port 8080 but that does not work it is asking for a 16 digit code. I appreciate your assistance but it is best it we cut our losses because it is going to be way to complicated of a process for a simple help desk tracking ticket system.

Well, let me put out some feelers and see if I can find someone else at the VA that has run our server products before. Maybe they can better help here than I can because of their familiarity with your systems and practices.
Just to clarify, running Jira doesn't require VMware, or linux, or postgresql. But these are all potential platforms for Jira. The supported platforms page explains in more details what kinds of databases, Java JRE/JDKs, operating system, browsers, and their respective versions that Jira can be supported on. For example, you could be using a Windows Server, with MS SQL Server 2016 to run Jira Server/Service Desk.
I'm not sure if there are other requirements of your organization that might require you to use Linux in this case, but Jira can be used on other platforms.

We are an Atlassian Solution Parter that has deployed these tools for other government entities. I would be glad to have a quick call and discuss your requirements and share the hurdles that we have encountered while working with other Public Sector clients to deploy Jira Service Desk.
We typically recommend that your Operating System and Database choice is something that your organization already has and is supported, then we would work with your team to get the applications installed and configured to your needs. First I would need to better understand your environments and any security concerns surrounding data classifications that might exist in these instances.
