I need to send to Hubspot info like: How much time is spent in a project, and send to Jira the data about the costumers.

I work on Relay.app (an alternative to Zapier) and we could definitely help you set up a workflow that exports the "time spent" from Tempo into the appropriate customer record in Hubspot and also send an email to that customer. As I know, there no such native feature which allows you to achieve it.
To display data about customers in Jira, you can use our integration with HubSpot called HubSpot CRM Integration for Jira. Thanks to this app, you can present info about customers at your fingertips on the issue view (it's a dedicated panel from our app). In the app's configuration, you can define which properties you need to show in Jira.
There is also some connectors like Zapier - it's worth to check but they work in different way as marketplace apps added to Jira instance. It can generate some security issues which won't be acceptable by security department (permissions, sending data, storing data, etc.).
