We are upgrading to Jira Data Center 9.4.7 from 8.20.12 in a few weeks. Jira Automation was previously managed via a plugin, but has become part of the core product with Release 9.
Is there a way to disable automation once we apply this upgrade? We have a number of reasons why we don't want the available to our general user population (please, questions about this aren't relevant without understanding our business)?
Any guidance is appreciated.

https://confluence.atlassian.com/automation/setting-configuration-properties-1026539532.html has info about how to restrict who can use automation I think.
Or there is probably a system app at Manage Apps that can be disabled to make the whole of automation go away
https://confluence.atlassian.com/automation/manage-permissions-for-project-admins-1141480595.html looks easier but may be older doc from before it was shipped with Jira 9

Oh, there it is
To stop project admins from using automation rules, go to Automation Rules, click on the ... button, Global Configuration, uncheck the box

Thanks Matt - we'll try this out and let you know the results. I very much appreciate the guidance and feedback.

Hi Steve, that’s interesting what you say about Automation in Version 9, as we have just upgraded to 9.10.2, and Atlassian Marketplace do versions of the plugin for our version!? Where did you get the info. about it becoming part of Core please? As we are now experiencing a problem disabling and removing Automations, even when they are not running!

Hi Karl - here's the screenshot from the Jira Admin UI to enable/disable Automation:
