Is there a limit on administrator accounts for JIRA?

I tried to add someone to the Administrator group and I get the error message 

 

Unable to add that user to a group.

You've reached the max number of users for your plan.

There are plenty of user licenses.   Is there a limit on the number of admins?   I could not this in the documentation.

Is this a pre-existing user or a brand new user to your JIRA Cloud instance?

I found two posts that reference the error message that had different solutions.

led me to this page that mentions an overall limit to the number of licensed user being 10,000.

This is an existing user.   We have an old Opsgenie account so tha tis probably the issue.   We'll check that out.
