Is there any way that a jira- user (not an agent, but a collaborator) can share a comment with the client?

No. You must be an agent to share a comment with a customer.

any workaround such as automatically copying the internal comment as external?

I took a quick look at the native Automation but don't think you can copy the comment. You could make a comment whenever a non-agent adds a comment and the comment contains some string, e.g. "make public" but I don't see how to copy it into the action comment. You might look at an addon like Automation for Jira or Scriptrunner or Power Scripts.
