as I am at the first step to create a ticketing software using JIRA service management and I need to create a database for email contacts. I was thinking if it is possible to store this excel file in JIRA CLOUD storage space, so that we do not need to store it elsewhere? Will email handle be able to cooperate on this basis?

The Cloud storage is not available to you directly, it's a part of the Jira service.
You can only store things on it from within Jira. In the case of an excel file, all you can do is attach it to an issue. That's not going to make it a friendly way to access it.
You might find it easier to have a project with one issue per contact instead of a clunky spreadsheet, especially if you're going to be using the data alongside your JSM system. The best option is probably to use Insight (Jira Cloud premium function for asset managemnet)
@Nic Brough -Adaptavist- i have got through all the function which Insight can help with, but as we are just a small company, it does not have any usage for us, do you have any other suggestions?
