I would like to save an email template within Jira that can pre-populate data from an Incident record. Specifically this could be used with Major Incidents to auto-fill the communications we create each couple of hours.
Does Jira Service allow for:

Reading the details you provided, I'm afraid to say that none of these options are available natively in Jira Service Desk.
It's possible to edit the email templates for customer notifications, but these emails will only be sent depending on the change on a ticket.
I'd suggest you check our Marketplace for add-ons that have such functionality like Canned responses and Email this issue.
I'm not sure if only one add-on has all these functionalities. Most of the vendors allow you to test the add-ons for 7 to 30 days, so please take your time to test and let us know if you have any other questions.
