We have a requirement to have 2 threads of communication on 1 ticket type - so effectively 2 customers that don't interact. Is this possible at all other than through sub-tasks?

This is not possible. You would need two reporters to keep communication separate. Consider creating a clone or linked issue and change the reporter.
