I am working in some Jira Projects in my Jira Service Desk Server v3.5.3.
I am trying to add language support to my project.
I go to project -> project settings, but I cannot find the language support option.
Why?

Jira Service Desk has not always had support for the same languages that Jira Core/Jira Software has supported. Not until Service Desk 3.9, did it gain support for the same languages used in Jira, please see the Service Desk 3.9 release notes for more info. Depending on which language you want to use with Service Desk, you might need to upgrade Jira to be able to use this with Service Desk.
But in addition to this, language settings are not set on a per project basis in Jira. There is an option to change your own user profile language preference AND if you are a Jira admin, you can also set Jira system administration preferences to change the language for all of Jira. The former only affects your account, the later can affect how all users see the site. However there is not yet the ability to choose language preference on a per project basis. There is an existing feature request in https://jira.atlassian.com/browse/JRASERVER-43632 seeking that ability.
I am not sure it's because of Jira Server Version. I think it's because this is only supported for Jira Cloud. But I am not sure. What do you think?

Ah, yes. Cloud has a different menu for this in the project settings. It does appear that Jira Cloud can add language support on a per project basis. However the server version of Jira does not have this same feature. There is not a means to add language support per project in Jira Server.
Instead, I would recommend upgrading Jira Service Desk to 3.9. As I mentioned before that version added support for the same languages that Jira Core/Software support already. From that Service Desk 3.9 release notes:

We've added JIRA Service Desk support for all the languages supported by the JIRA platform, which now brings the total number of languages supported by JIRA Service Desk to 20. While JIRA admins can set the default language for your instance, users also can select their preferred language in their user profile. This helps JIRA Service Desk be more flexible for organizations with a diverse workforce.
Note that this is not exactly the same as adding a language to a project in Cloud, but in this updated version of server there is a greater level of support for other languages to use in Service Desk.
