Do you know why an issue subscription is only been sent to my admin mail and not all the JIRA Users? Recipients are set as jira-core-users

The notification settings will depend on where you configured it and what groups your users are added to.
That been said, how are you configuring these notifications? Are you using the project notifications under the Project settings or using Filter Subscriptions?
Are the users not receiving the Notifications properly added to the mentioned group jira-core-users?
Although this group is the one which provides default access to JIRA Core projects, JIRA Software users which were not added with JIRA Core access can sometimes not be added to this group.
Additionally, check if the e-mails are not arriving in the Spam folder of their e-mail box and if Atlassian Outbound e-mail addresses are properly whitelisted in their firewall and e-mail servers:

Notifications in Project Settings is governed by your selected notifications scheme. And these scheme have no options in relation to filter subscription emails... so why did you even mention this?

I've spent hours trying to figure out why filter subscription emails are not going anywhere other than my admin user, just like Angel Hernandez and I'm over it!!!!!!!!!!!!
What Kira does well, it really does well... but there are so many things that are nigh on impossible to figure out. Like this.

Sorry to hear you are facing this problem.
Just get you more context to why I asked that question to Angel: Notice that he mentioned "Issue subscriptions" and not "Filter subscriptions". There is a small portion of customers that call the functionality under project settings > Notifications as "Issue subscription", that's why I asked to confirm what is the exact feature he was talking about.
About your case, I can clearly see you are talking about filter subscriptions. Please, provide us the information below so we can properly troubleshoot the problem:
1 - Provide us two screenshots displaying how you configured your filter subscription, like in the screenshot below:
2 - The filter subscriptions are also applied with project permissions. That being said, make sure that the users who suppose to receive the notification are able to access the issues returned in the filter.
3 - Are you using Jira server or Cloud? If it's Server, could you please provide us the version?
4 - Are the users impacted by this issue using a common domain? If it is a personal one, could you check if any error are returned in the e-mail log entries?
