We are using JIRA Cloud with the new interface. About 60 users, about 30 groups, including the normal Admin Groups. When I review Properties --> User Management --> Groups NONE of the groups including all of the admin groups have 'Product Administration' permissions.
I am trying to add an App, and getting permissions denied responses. I believe the two are related.
How to I assign Product Administration permissions to a Group?
Do I need to find the first account that set up JIRA - is there some inherent super user access attached to this account.
Any help would be welcome.

None of my groups have product access either, and I don't believe that is necessary.
What exactly are you trying to do and where is it failing?
I have just found a fix, so @John Funk please excuse me for hijacking my own thread.
To manage Apps (and some other stuff) you need the to be a member of the JIRA Systems Administrator group. This did not exist on my system.
Finally found a post that suggested that you just create a group with the correct name jira-system-administrator, add myself to it and also give the Group product access to JIRA.
Logged out and back in again for good luck and as if by magic I can administer a lot more of JIRA than I could before, including Apps.
So, if you do not have the correct groups present in JIRA Cloud, just create them using the correct magic words.
