In the old view, a click of the "+" on the "0 Issue in the epic" line would bring up my "Create Issue in Epic" screen.
In the new view, the "+" on the "Issues in this epic" brings up a dialog box which says "What needs to be done?".
What happened to my "Create Issue in epic" screen?
Apparently, this is a known feature/breakage in backwards comparability. Atlassian Support's solution is for each user to turn off the New Jira issue view in each their personal setting. That's not much help, but that is the solution provided to me in my Atlassian Support Request.
"What needs to be done?" is the new "easy" way to create stories. The displayed line is the summary field; if you have other required fields, when you hit Create after entering a summary, it should pop open the full form.

I clicked on the "+", typed "Testing New View", and clicked on "Create". Nothing happened. In fact, I'm forced to "Cancel" in order to resume operation.

That is really odd. Is everyone on your instance seeing the same thing, or only you? Do you see the same behavior in a different browser?

Everyone is seeing the same thing. Chrome, Firefox and Safari all exhibit the same behavior.
