I used the notification helper to check if the user is receiving notifications and the result was this:
In this results it is confirmed that the user "Felipe Idalgo da Silva" receives these notifications, but he has not received any emails.
No trace of this notification was found on the email server either.
What can I do to fix this?

Hello @Tassia Tanaka , as mentioned in this post it is possible that that specific user email is blocked in the Jira server email, so I would encourage you to open a ticket with Atlassian Support for further help.

Some users have had their email address flagged to bounced on the Atlassian server.
So after I contact the support the problem was fixed.
