This is not just for JSM. But how many admins can there be in an entire Atlassian organization?

I tried adding more admins to our organization and it says we've already reached the maximum. What is the maximum and how do we increase that number so we can add more admins?

@Julienne Mae Anito I don't think that there is a maximum.  I have seen an message like this come up when the site-admin group used by Jira/Confluence is linked with Opsgenie. It was through that link that Opsgenie's limits were causing the problem. Once the link was broken the licensed user could be added to the group.  Are you using Opsgenie or have you used it as a demo in the past?
