Is there any way to add a custom javascript snippet on a Request form in Jira Help Center (customer portal)?

I don't think it's possible to do so on the Cloud version of Jira, out of the box. On the other hand, this could be possible on the Jira server.
Perhaps you could accomplish that by using Forge.
