Can assign a Group or User permissions to ONLY see one Project in Jira?

The tags on your post indicate you are using a Free subscription. Is that accurate?
If so, in a Free subscription you cannot customize user permissions for projects. All users granted access to your Jira product have Project Administrator permissions for all projects.
If you want to manage users and groups access to your projects you would need to upgrade to a paid subscription, i.e. a Standard subscription

When you do upgrade, be advised that restricting project access is not simple.
There is no method to say explicitly:
User X is not allowed to access Project A
Group Y is not allowed to access Project B
You "restrict" access by not granting access. You have to examine how access is being granted to your projects and ensure that the user(s) and group(s) you want to restrict have not be granted access.
Note also that if you use both Team Managed and Company Managed projects, the method for managing access to those projects is different.
For Team Managed project there is an overarching Access level for each project, and then users are assigned to Roles in the project which provides finer granularity on the permissions they have in that project.
