I have created a Select List (cascading) Field named Driver and which is of two levels.
The problem is after creating an issue, user was tried to edit the second option from Driver field getting all values from the second level.

It should work as expected. Not sure what is going wrong. I would try making the field mandatory just to check.
Then, if its still broken, make a new field.
