I have set notifications for Create, Update and the like to the Reporter, Assignee and Watcher and yet some staff get notifications when a ticket is created or updated when they are none of these. Why?
Is there any other way than notifications can be set?

in the notification scheme it might have set like to receive notification when ever the changes are made .. Try re-configuring it
I have already done this but some staff are still getting notifications when according to the Notifications setting they should not. Is there any other way someone can get a notification?

if this is jira cloud then whenever someone mention a user(for example user called kevin ) that he is totally not linked to the issue or notification settings too will receive a email
