Why is user not showing in custom user picker field?

I had 2 custom user picker fields, co-assignee and co-assignee2. In co-assignee, we have one user that does not show in the list, but does show in co-assignee2. The fields setup look identical to me. What is causing this? I am the Site Admin and created both of these fields. There are no extra filters on either fields.

What about differences between the users?

Both are in the basic jira-software-users group and are assigned the "Basic" role. No difference that I can see.
